Born in 1971, Mr. Kozalı completed his primary, secondary, and high school education in Ankara and Aydın. He earned his undergraduate degree from Erciyes University Faculty of Medicine in 1997.

Between 1997 and 2003, he served in the Ministry of Health. From 2000 to 2006, he held the position of Administrative Director at Rentıp Surgical Medical Center. Between 2006 and 2012, he served as Deputy General Manager and General Manager at Medicalpark Health Group Bursa Hospital. Later, he took on the role of Director of Medical Services. He continued his career as the Founding General Manager at Medicalpark Ankara, Kocaeli, and Bursa Hospitals. He also worked as General Manager at Medicalpark Göztepe Hospital.

IIn 2019-2020, he held directorial positions at Memorial Health Group Service Hospital, and in 2020-2022, at Şişli Hospital. From 2022 to 2023, he served as an assistant doctor in the psychiatry department of Medius Clinic Kirchheim-Stuttgart Hospital.

As of 2023, Mr. Kozalı continues to serve as the General Manager at Medicana Health Group Kadıköy Hospital. He is married and has two children.
